Dragon Ball Super Updates: Dragon Ball Super has disclosed tiny (but potentially significant) new information on how Angels’ abilities work. The information was discovered in the rough drawings for Dragon Ball Super manga Chapter 71, in which Goku begins to work with Whis to improve his Ultra Instinct mastery.
This seems to enlighten Goku as to the disparity between the Saiyan form of Ultra Instinct and the version used by the angels. This asks Goku what makes him different from angels, and the obvious response is that angels are still in the Ultra Instinct condition, which is achieved by complete heart and mental stability.
Since the beginning of Dragon Ball Super, Whis has been pushing both Goku and Vegeta to master this kind of fighting serenity. He privately instructed Goku and Vegeta how to be stronger coordinated tag-team fighters in order for the two Saiyan warriors to have a good shot at winning the Tournament of Power.
And, with the aid of a certain angel (Merus), Goku discovered just what kind of mindstate it takes to fully perfect Ultra Instinct:

“Rage, sorrow, and joy are all-powerful feelings that can be harnessed. About the same way that you transformed into a Super Saiyan. However, the strategy you’re looking for is the polar opposite “Goku was told by Merus.
“When you maintain self-control in the face of a disturbing emotional shock, [Ultra Instinct] will trigger. Ultra Instinct is like that.”
The manga for Dragon Ball Super has made it much easier than the anime that Ultra Instinct is a mental condition as well as a “force.” Master Roshi was also able to reach into it for a fleeting period of time, and as Whis has explained to Goku, mental concentration has different levels:
“The desire to use Ultra Instinct isn’t the ultimate target in and of itself. It is, in effect, on the preliminary step “Whis informed Goku. “Because I have more control over Ultra Instinct than Merus, the Grand Priest’s Ultra Instinct is much more precise than mine… To put it another way, you have at least as much space to practice and expand. Doesn’t that pique your interest?”
The most intriguing aspect of Whis‘ advice to Goku is that even though he masters Ultra Instinct without reforming, he can also use a transformed state of it as a “trump card.” Might this imply that angels possess a level of strength that we haven’t seen before? Merus made it seem as if it was a chance. On April 20th, Shonen Jump Magazine will publish Dragon Ball Super Chapter 71.
