On February 8, 2022, it was revealed that ABC was working on creating a spin-off of The Rookie that would concentrate on the FBI. It was also stated that the series would be debuted through a backdoor pilot comprised of two episodes that would be included in the parent series.

It was rumored at the time that ABC was trying to expand its franchises in order to compete with NBC’s Chicago and Law & Order franchises, as well as the franchises that air on CBS, FBI, and NCIS.
