There is no official re-establishment of Season 2 from the side of Netflix. But there is a positive response to the second installment from the Production Weekly and the Cinemaspot both.

In Julie And The Phantoms Season 2, the starring roles will be returned. Madison Reyes will be joining Julie Molina who is a musician in High School and struggling to make music after the death of her mother. She has a crush on Nick. She is a singer of the Phantoms.
As per Premiere Next, Charlie Gillespie will be returning as Luke who is a singer and the lead guitarist of the Phantoms and becomes Julie’s love interest. Owen Patrick Joyner will be acting as Alex who is the drummer of the Phantoms and falls in love with another ghost named Willie.
Jeremy Shada will be back as Reggie in Julie And The Phantoms Season 2, who is the bass player of the Phantoms.
Sacha Carlson will be rejoining as Nick who is Carrie’s boyfriend and Julie’s lifelong crush. Savannah May will join as Carrie who is Julie’s nemesis and a former friend. Jadah Marie will be playing the role of Flynn who is Julie’s best friend and who finds out about the ghost band that died in 1995.

Conspectus
It is a story about a singer named Julie. She loved music and became a high school musician. But after her mother’s death, she lost her passion for music. Then suddenly her three musician friends, Luke, Alex, and Reggie appear and they pull up the almost dead desire of Julie for the music. After that Julie came into the world of music and they created their own band together.
